Salem Al-Awlaqi Salem Al-Awlaki currently serves as Minister of Civil Service and Insurance in the Yemeni government, pursuant to Presidential Decree No. (3) of 2026. He previously served as Chairman of the General Authority for Lands, Survey and Urban Planning from April 2025 to September 2025. He also held the position of Head of the National Media Authority and served as the official spokesperson of the Southern Transitional Council (STC) between 2017 and 2019. Salem has been politically active from a young age, and as a member of the student union in Aden University he participated in the formation of the university’s Coordination Unit for the Liberation and Independence of the South in 2010. Salem was actively involved in the Peaceful Southern Movement from 2008 to 2015, and he served as a member of the Preparatory Committee for the Inclusive Southern Conference in 2013. He also worked as programs director for the Democratic Youth Foundation from 2013 to 2015, and as the spokesperson for the Southern Resistance Council in Shabwa governorate in 2015.

Akhlaq is the Secretary General of the Higher Council for Motherhood and Childhood, and a member of the Political Office of Ansar Allah. Her early political and human rights work focused on the six rounds of war and accompanying arrests that took place in Sa’ada governorate between 2004 and 2010. Akhlaq participated in the peaceful youth revolution in 2011, served as a member of the National Dialogue Conference (NDC) in 2013 representing Ansar Allah in the Sa’ada Working Group, and participated in the 2014 popular revolution. In addition to her political work, Akhlaq has also been engaged in numerous initiatives to preserve Yemen’s cultural and intellectual heritage.

Hanan is an academic, legal professional, political and human rights activist. She is a researcher in
counterterrorism studies and an assistant professor of criminal law at the Faculty of Sharia and
Law, Sana’a University. She is also the Head of the Women’s Department for Qualification and
Skills Development in the General People’s Congress, a member of its General Secretariat, and a
member of its main permanent committee.

Mutlaq is a lawyer, politician, and human rights activist. He is a member of the Central Committee of the Yemeni Socialist Party, and has held various positions within the party since joining at a young age in 2004. A graduate of the Law College of Taiz University, Mutlaq previously led the party’s student sector and youth union. Mutlaq was one of the most prominent activists in the 2011 revolution, serving as the official spokesman of the Revolutionary Council in Taiz city’s Freedom Square. He represented the Socialist Party in the Transitional Justice and National Reconciliation group in the National Dialogue Conference in 2013, and he is the director of the Studies and Documentation Department in the Civil Aviation & Meteorology Authority.

Huda works as a lawyer and is considered one of the leading human rights defenders in Yemen.
She is the Head of the Defense Foundation for Rights and Freedoms and the Southern Association
for the Families of Victims of Assassinations, Torture, and Enforced Disappearance, which focuses
on following up cases of arbitrary detention and enforced disappearance since 2015 in southern
Yemen, as well as defending detainees and forcibly disappeared persons.
She has made significant contributions to documenting and statistically recording cases of victims
of detention, disappearance, and extrajudicial killings. She also contributed to the establishment
of the Mothers of Detainees Association in Aden and founded the Association for Supporting
Families of Assassination Victims in Aden. In addition, she worked in monitoring and
documentation with the National Commission to Investigate Alleged Violations of Human Rights
in the past. These efforts earned her recognition as a human rights defender, including the Aurora
Prize for Human Rights Defenders in 2019 and the Martin Ennals Award for Human Rights
Defenders in 2020.

Ammar currently holds the position of Secretary-General of the Economic Support Team for the Presidential Leadership Council. He has also served as the Executive General Manager of the Yemen Oil Company, Deputy Minister of Water and Environment for the Environment Sector, and Acting President of the General Authority for Environmental Protection. Ammar graduated from Dalhousie University in Canada with a degree in Environmental Engineering and worked in the private oil sector before transitioning to government service. He is active in civil society and has made numerous contributions, and founded and chaired the "Forum for Change and Development." He is currently one of the founding members of the Shabwa National Council and a member of its Presidential Council.

Shadi Saleh Basurah currently serves as Minister of Telecommunications and Information Technology in the Yemeni government. Shadi is also an associate professor at Birmingham City University, UK, and head of the master’s program in computer science. Shadi is a founder and board member of the Al-Rashid Center for Research in Aden, and has served as the center’s chairman since 2018. He has also worked as a research consultant specializing in Yemeni affairs with numerous international institutions, including the Future Center for Advanced Research Studies in the UAE, the Berghof Foundation in Germany, and the Geneva Center for Security Sector Governance, among others. He previously worked as a researcher for Sony, and many of his scientific research papers have been published in international conferences in Canada, China, America, and Britain.

Hisham is a Yemeni writer, journalist, and political activist, as well as a prominent member of the Yemeni Congregation for Reform (Islah Party). He graduated from the College of Political Science at Sana'a University and is considered one of the key activists in the "January 15 Coalition," a youth group that served as a platform for young leaders from various political parties during 2011. Hisham has written numerous articles published in Al-Masdar Online, Yemen Shabab Net, Yemen Monitor, and others. Although he was actively involved in student and party activities during his university years, Hisham's most prominent role emerged during his active participation in the 2011 revolution. He has also appeared as a commentator on several Yemeni and Arab TV channels, including Yemen Shabab, Al-Saeeda, Yemen TV, as well as Al-Arabiya, Al-Jazeera, and BBC. Hisham currently works as a producer of political programs at Yemen Shabab TV.

Yasmin Ali Abdrabu Al-Qadhi is a Yemeni human rights activist, and a defender of women’s and
children’s rights, as well as a peacebuilder working at the local level in Marib Governorate. She
currently serves as the Head of the Marib Girls Foundation, which focuses on women’s
empowerment, sustainable development, and peacebuilding. She also works as the Director of
the Girls’ Education Department at the Education Office in Al-Jubah District.
Yasmin grew up in a tribal environment that contributed to shaping her early experience in
mediation and conflict resolution, where she gained practical knowledge of community-based
arbitration mechanisms. She later developed an approach that combines local customary
practices with modern civil society tools. She has extensive experience working with civil society
organizations. She previously served as Head of the Anti-Corruption Unit at Journalists Without
Constraints. She is also a member of women-led peacebuilding initiatives. Additionally, she has
worked in the media sector as a journalist editor and holds a Bachelor’s degree in Journalism.
She has played a prominent role in leading community initiatives aimed at reducing child
recruitment, enhancing women’s participation in peacebuilding, and supporting local mediation
efforts, including contributing to early warning mechanisms for conflict in Marib. Her work
combines human rights advocacy with deep community knowledge, which has strengthened the
effectiveness and local acceptance of her interventions. Yasmin Al-Qadhi was awarded the U.S.
Department of State International Women of Courage Award in 2020 in recognition of her
contributions to peacebuilding and the protection of women’s and children’s rights in Yemen.

Akram currently serves as Minister in the Yemeni government, in addition to his role as Acting Secretary General of the Inclusive Hadhramout Conference. He has been President of the Court of First Instance in Hadhramout governorate since 2017. He has represented the Conference in numerous political dialogues and workshops in Yemen and abroad, and served as Vice President of the Drafting Committee for the preparation of the Hadhramout Inclusive Conference in 2016. From 2017 to 2019, he served as Vice President of the Conference’s Political Department, then as Assistant Secretary General. In 2020, he was the official spokesperson for the Conference’s delegation overseeing the implementation of the Riyadh Agreement. Akram has been a judge since 2013, having earned his master’s degree in Judicial Sciences from the Higher Judicial Institute in Sana’a in 2013. He received his bachelor’s degree in law from the Faculty of Law at Aden University. Since 2015, he has also served as Head of the Shaheed Bin Habrish Foundation for Development in Hadhramout.

Husam has been actively involved in development, peacebuilding, political participation and good governance in Yemen since 2004. He worked recently with UN Women as a counselor for advocacy and networks, and during the Kuwait negotiations in 2016 he was a member of the national delegation’s technical and logistical support team. Husam was one of the independent youth representatives during the National Dialogue Conference in (2013-2014) and a member of the Transitional Justice and National Reconciliation Team and a chairperson of the Recovering Funds and Looted Land group. He holds a bachelor’s in Business Administration from the University of Aden, and has worked with several international and local organizations and governmental institutions including USAID, the Advisory Committee for Childhood and Youth, and held the position of Director of the Youth Care Center at the University of Aden.

Samah is a political activist and researcher focused on gender issues and transitional justice. She
has experience in project and local institution management.
She recently served as Director of the Planning Department at the National Women’s Committee
and has contributed to numerous initiatives and activities that support women, ensure their
participation, and contribute to the reform of public policies. She has a strong record of
participation in both local and international forums and has presented papers on youth, women,
peace, and opportunities for advancing transitional justice within peace processes.
Samah participated in the 2011 Youth Revolution in Sana’a, advocating for change. She was also a
member of the National Dialogue Conference (2013–2014), representing the Nasserite Unionist
People’s Organization, of which she is a member of its Central Committee. During the Dialogue
Conference, she contributed within the transitional justice and national reconciliation team.
She has also participated in various Yemeni political events and civil society organizations. She is a
founding member of the Women’s Alliance for Supporting the Peace Process in Yemen, a member
of the Women’s Solidarity for Supporting Women’s Issues, a member of the Youth Advisory
Committee of the Arab Women Organization, and a member of the Arab Youth Conference.

Ahmed is an economic researcher, human rights activist and executive director of Arabian Rights Watch Association (ARWA). Ahmed graduated with a Bachelor of Science in Economics from George Mason University in the United States, and has 15 years of experience working in the oil, banking, real estate and investment sectors in Yemen and internationally. More recently, he was a civil society representative in the Economic Committee in Sana’a until the end of 2019. Ahmed is now dedicated to humanitarian and human rights advocacy and has participated in advocating a number of initiatives that focused on confidence building, peace building and neutralizing the economy.

Yahya has been involved in political and governmental work from an early stage. He has also
completed and contributed to a number of social research studies addressing the roots of the
Houthi movement, its stages of development, Yemen’s administrative division, and the relationship
between tribal structures and politics.
He has chaired several electoral and political committees, including the Unified Media Committee
between the General People’s Congress and the Joint Meeting Parties in Amran Governorate in
2012. He has also engaged in legal and human rights activities, serving as head of the Amran team
for the HODH Human Rights Organization and as a representative of several other organizations.
In the media field, Yahya worked as a researcher and correspondent covering all Saada wars for
local, regional, and international media and research institutions through fieldwork that gave him
comprehensive insight into the details and nature of the Houthi issue.
In the government sector, he served as Secretary to the Governor of Amran Governorate, then as
Director General at the Ministry of Culture and Director General at the Ministry of Local
Administration. At the Ministry of Defense, he worked as a special advisor to the Chief of the
General Staff, and later he was appointed by presidential decree as Head of the General Authority
for Books in late 2019.
He is a participating member of the Yemen Rescue and Restoration Conference held in Riyadh in
2015, a member of the support team for the government delegation in the Kuwait negotiations with
the Houthi-Saleh group in 2016, and also a member of the Yemen-to-Yemen consultations in Riyadh
in 2022.
He holds a Bachelor’s degree in Political Science from Sana’a University, along with several diplomas
in administration, economics, planning, and computer science. He has also recently enrolled in a
Higher Diploma program in Public Law.
